When the doping case against Inigo Landaluze was tossed based on a procedural error by a certain anti-doping laboratory, an opportunity occurred whereby the World Anti-Doping Agency could bolster the credibility of the whole anti-doping system by holding the labs they certify to certain generally accepted scientific requirements (including their own International Standard for Laboratories).
